Syrian Front : Increasing Participation in Reconciliation Meetings and Peace Agreements Across Syria


Russian Defence Ministry held briefing about peace-making process, returning of civilians to their houses and delivering of humanitarian aid to the Syrian people

Since February 27, 2016 the ceasefire regime initiated on the territory of the Syrian Arab Republic by Russian Federation and the USA as co-members of the International support group of Syria.

In general, the ceasefire is being observed.

Only separate provocations and shellfires are registered.

Under these conditions, safe returning of civilians to their houses and delivering of humanitarian aid are the priorities.

Today children, old people and all those who have become refugees leaving their homes in the course of these several years of the civil war are in need of this aid.

The Russian party has delivered over 620 tons of humanitarian cargo with first to the local population of the Syrian provinces Hama, Homs, Latakia, Daraa, Deir ez-Zor, Aleppo and Damascus.

Moreover, on March 2, the Centre for reconciliation of opposing sides in the Syrian Arab Republic formed a list, which had been based on numerous appeals of local authorities and its own data, of inhabited areas, citizens of which needed urgent humanitarian aid.

The document has been delivered to the United Nations.

The Russian party supposes that humanitarian situation assessment made by the Russian Centre for reconciliation of opposing sides is to be taken into account.

At the same time, it is known that numerous problems, most of which are linked with logistics, appear in the course of sending humanitarian aid to the Syrian people by international organizations. They are: storing, packaging, delivering and sharing of humanitarian cargos.

Civilians are to receive all necessary full-scale aid. This is the most important thing.

It is obvious that preparing of such operations should involve specialists, who have enough knowledge and professional experience. It mostly concerns cargo dropping.

It is to be reminded that more than 30 tons of humanitarian aid and articles of first necessity were delivered to citizens of Deir ez-Zor, which was besieged by terrorists.


Russian Defence Ministry recognizes the importance and complexity of organization of the humanitarian aid delivering.

That is why the Ministry is ready to provide necessary assistance to international and foreign organizations in delivering humanitarian cargos to the Syrian Arab Republic.

The Ministry is to:

  • provide an opportunity for disembarking and temporary storing humanitarian cargos for the Syrian people at the logistics centre of the Russian Navy in territory of the Tartus port;
  • organize receiving of aircraft filled with humanitarian cargos for the Syrian people as well as disembarking and temporary storing at the Hmeymim airbase;
  • provide automobiles to transport and deliver humanitarian cargos from the Tartus port and Hmeymim airbase to the regions of the aid distribution among the Syrian people.
  • organize receiving of transport aircraft, which deliver humanitarian cargos to the Syrian people by dropping them onto the territory of the Hmeymim airbase, as well as provide professional assistance and consulting by the Russian military specialists.

Aircraft of the Russian aviation group did not make strikes on armed formations, which follow ceasefire regime and informed the Russian or American Centres for reconciliation about their location as it had been declared before.

Russian Aerospace Forces make strikes only on the ISIS and Jabhat al-Nusra terrorist groupings in the provinces of Raqqah and Deir ez-Zor as well as near Tadmur (Homs province).

Report of the Russian Centre for reconciliation of opposing sides in the Syrian Arab Republic (March 7, 2016)

General information on the application of measures for the reconciliation of opposing sides

In the course of last 24 hours, preliminary ceasefire agreements have been achieved with 5 commanders of armed units with total staff up to 550 men active in the Damascus province.

In total, 35 ceasefire application forms have been signed with leaders of armed groupings.

Negotiations with leaders of 4 armed formations active in the provinces of Damascus, Daraa and Hama are being held.

Total number of towns, which had joined the ceasefire agreements, remained 42 ones.

Results of ceasefire monitoring

In the course of last 24 hours, 8 ceasefire violations have been registered (Hama – 2, Aleppo, Idlib – 3 in each).

Attacks on Fua and Kafria (Idlib province) are continued.

Thus, on March 6, 2016 on 5 p.m. – 6.30 p.m. Ahrar al-Sham militants performed two attacks on Fua city sections from fire positions located near Minish by mortars and antitank guided missiles.

Russian Aerospace Forces and Syrian Air Forces did not make strikes on armed formations, which follow ceasefire regime and informed the Russian or American Centres for reconciliation about their location.

Humanitarian aid to the population of Syria

Officers of the Russian Centre for reconciliation and representatives of reconciliation commission, elders and public representatives of Ruheiba (Damascus province) held a working meeting.

Formation of another humanitarian convoy  continues.

Additional information

Working teleconference session with the Chief of the American Coordination Centre in Amman, representative of the international support group of Syria in Geneva, and representative of the US defence department, who covers Middle East region, took place.

The session participants discussed situation in different regions of the Syrian Arab Republic, ceasefire observing and violations, and issues concerning providing humanitarian aid to the Syrian people.

Terrorists are still taking efforts to set back the peacemaking process in Syria.

Jabhat al-Nusra militants carried out several mortar attacks against Turkish territory near Metishli on March 6, 2016.

Actions performed by terrorists are aimed to provoke fire in response of the Turkish military and to bring troops into the Syrian territory. That will unfailingly tear down the ceasefire.

A number of ISIS formations have concentrated in the Turkish territory near Nusaybin (1.5 far from the Syrian border). Terrorists are preparing for the attack against Kamyshliyah, which is located on the Syrian territory and populated with Syrian Kurds.

Near Narb Nafsa (Hama province), terrorists filmed demonstrating conflict between two armed groupings.

They used small arms, incendiary bottles and different imitation means. The video is to be used to accuse the Syrian army of violating ceasefire.

Jund al-Malihash militants blocked roadway between Nahtah and al-Harak (Daraa province). They stop automobiles with civilians and threaten their life for refusing to participate in the combat actions.

The facts are the evidence that terrorists and several illegal armed groups active in Syria take efforts to set back ceasefire regime in the Syrian territory.



National reconciliation meeting includes 100 villages in Hama

A national reconciliation meeting was held on Monday that brought together tribal leaders and Islamic and Christian clerics in Soran area and Qalet al-Madeeq town in addition to more than 100 villages in the eastern and western countryside of al-Hamra area in Hama.

During the meeting, Hama governor Dr. Ghassan Khalaf said that the reconciliation meeting has crowned intensive efforts which began earlier by various governmental and local parties against the backdrop of successive victories by the army and armed forces against terrorist organizations and their backers.

Head of the national committee for national reconciliation in Hama Mahmoud Sbahi called for putting differences aside and achieving real reconciliations.

Six people killed by terrorist attacks in Hasaka and Aleppo

Five civilians were killed, others were injured in terrorist attacks with mortar and rocket shells on al-Sheikh Maqsoud neighborhood in Aleppo city on Monday.

Local sources told SANA reporter that terrorists fired rocket and mortar shells on al-Sheikh Maqsoud neighborhood, killing five civilians, four of them members of the same family, in addition to causing material damage to locals’ houses, cars and private properties.

On Sunday, 13 civilians were killed and more than 40 others were injured in mortar and rocket attacks by terrorists who targeted al-Sheikh Maqsoud neighborhood in Aleppo city.

Earlier, a women was killed and three persons were injured when a landmine left behind by ISIS terrorists in the countryside of the northeastern Hasaka province exploded.

A source at Hasaka Police Command said in a statement to SANA on Monday that a landmine planted by ISIS terrorists in al- Nofaliyeh village southwest of Hasaka city exploded, leaving one woman dead and injuring three persons, two youths and a woman.

Later, the source reported that terrorists detonated a sound bomb near al-Kendi Park in the center of Qamishli city, inflicting injuries of moderate severity on on person.

On Sunday, two children were injured in when a landmine and a bomb exploded in al-Homar al-Sharqiyeh village and al-Shaddadi city in Hasaka province.

ISIS terrorist attack foiled in al-Qaryatain town in Homs

Army and Armed Forces units, backed by the Syrian Air Force, continued targeting Jabhat al-Nusra, ISIS and other terrorist organizations across the country, destroying their vehicles, positions and weaponry and killing scores of terrorists.

Army units establish control over Point 946, Point 949 and Point 1201 in the southeast countryside of Homs.

Earlier, an army unit on Monday foiled an attack by ISIS terrorists on a hill in the vicinity of al-Qaryatain town to the southeast of Homs central province.

A field source told SANA that an army unit destroyed with a rocket a vehicle rigged with big amounts of explosives before it reached a hill in al-Toloul area near al-Qaryatain town.

The army’s air force destroyed vehicles and positions for ISIS terrorists in the vicinity of al-Qaryatain city and Jazal oil field, Mhassi, al-Sawaneh and in the vicinity of al-Bayarat area in Homs countryside.


Kurdish Forces Win Back Strategic Village in Hasaka Province

TEHRAN (FNA)- The Kurdish forces seized back a key village in the Southwestern part of Hasaka province in heavy clashes with ISIL terrorists.

The Kurdish forces are now in full control of al-Makman village in Southwestern Hasaka province.

Scores of Takfiri terrorists were killed and wounded in heavy clashes with the Kurdish YPG and SDF forces.

In a relevant development earlier on Monday, a top ISIL commander was killed in clashes with the SDF in the Southern part of Hasaka province.

Ala Ahmad al-Arsan known as Abu Modayen was killed in a fighting with the Kurdish fighters near the village of Merkadeh.

Elsewhere in the province the SDF targeted three ISIL bomb-laden vehicles before the terrorists can use them to hit Kurdish bases in the Southern part of Hasaka province.

On Sunday, the SDF continued to drive the ISIL terrorists back from more positions in the Northeastern province of Hasaka and imposed full control over one more key town.

The ISIL left behind tens of dead or wounded members and retreated from its stronghold in the town of al-Wasalah under the heavy offensive of the Kurdish fighters.

The ISIL military hardware also sustained major damage in the battle.

The SDF that is comprised of mainly Kurdish fighters as well as a few hundred Syrian Arab dissident forces have received trainings from the US and have been provided with scanty US-coalition air support in their battles in Raqqa province in Northeastern Syria; but in Northern and Northwestern battlefronts, they have been operating alongside the YPG and received the Russian air backup in their Aleppo wars that started with the conquest of Tishrin Dam on the Euphrates early in February.


Kurdish Fighters Force ISIL to Retreat in Raqqa

TEHRAN (FNA)- Forces of the Kurdish People’s Protection Units (YPG) and the Syrian Democratic Forces (SDF) continued to advance against the ISIL terrorists in the Northern part of Raqqa province and imposed full control over one more vital village near the border with Turkey.

The ISIL withdrew force from more positions near Um al-Tabat in the Western side of Ein Issa under the heavy attacks of the Kurdish fighters.

The village of Um al-Tabat is now under the full control of the SDF.

Scores of the ISIL terrorists were killed in the Kurdish fighters’ offensives.

The SDF that is comprised of mainly Kurdish fighters as well as a few hundred Syrian Arab dissident forces have received trainings from the US and have been provided with scanty US-coalition air support in their battles in Raqqa province in Northeastern Syria; but in Northern and Northwestern battlefronts, they have been operating alongside the YPG and received the Russian air backup in their Aleppo wars that started with the conquest of Tishrin Dam on the Euphrates early in February.

“Civilians chanted pro-government, pro-army and anti-ISIL slogans loudly across the city,” the sources added.


Local Residents Continuing Clashes with ISIL Terrorists in Raqqa

TEHRAN (FNA)- Clashes between Raqqa citizens and the ISIL terrorists intensified on Monday, informed sources announced.

Fierce clashes increased as significantly growing numbers of ISIL members have deserted the group in recent weeks, the local sources in the ISIL-controlled Raqqa city in Northern Syria said.

Al-Ramliya region in Raqqa city has been scene of tough battle between the local forces and the Takfiri terrorists over the past three days, the Arabic-language Al-Watan newspaper reported.

The paper wrote that the clashes have been extended to al-Ferdos and al-Dariya regions in Raqqa city.

One Local source in Raqqa confirmed that around 200 suspect members of ISIL defected only in the last two days.

In a relevant development on Sunday, a group called “Faylak al-Sham” claimed that dozens of former ISIL militants joined the group in Northern Aleppo.

Recent unrelenting advances of the Syrian army and its popular allies against the militant groups in the Eastern part of Aleppo province and the Northeastern part of Hama province are seriously threatening the ISIL’s self-proclaimed capital of Raqqa, military sources said.

“Since October of 2015, the Syrian army has captured some 50 villages in Eastern Aleppo during an offensive which halted the ISIL-imposed siege on Kuweires Airbase,” the sources said.

“Furthermore, government forces have advanced along the M45-highway (Hama to Raqqa) and reached the Western side of Raqqa province. Meanwhile, Kurdish fighters of the People’s Protection Units (YPG) and Syrian Democratic Forces (SDF) have taken firm control of the Northern region of the Raqqa province,” the sources added.

“Civilians hoisted the Syrian Government flag across the squares of al-Sawameh, al-Dariyeh, al-Moshleb, Bab al-Baghdad and al-Barazi across city of Raqqa to show their loyalty to the Syrian army and government,” the sources said.

“Some civilians, meantime, chanted pro-government, pro-army and anti-ISIL slogans loudly across the city,” the sources added.

Syrian Army Takes Control of 85 Percent of Lattakia Province

TEHRAN (FNA)- The Syrian army continued their advances in Lattakia, and are now in full control over 85 percent of the coastal province.

The terrorist groups have sustained heavy losses in Lattakia province over the past 6 months and the militants are only in control of 15 percent of the province.

The Syrian army and resistance forces are now trying to consolidate their military positions in strategic Nawareh, Saraf, al-Dorreh, al-Sarmanieh, al-Zeytounia and al-Younesiya regions.

In a relevant development on Sunday, the Syrian Army troops and their popular allies continued to press on the militant groups deployed in the Northeastern parts of Lattakia and the Southern parts of Idlib provinces.

“The Terrorist groups in Northeastern Lattakia have retreated from village-to-village as the Syrian government forces continued their wide-scale advance to the Turkish and Idlib province borders,” battlefield sources said.

“The Syrian army, the National Defense Forces (NDF), the Syrian Social Nationalist Party (SSNP), the Syrian Marines, and the 48th Special Forces Regiment have stormed the militant groups’ defense line at two different fronts that ultimately lead to Jisr al-Shughour,” the sources added.

“The army continued to pound l-Nusra Front’s lines of defense at the strategic mountaintop town of Kabani in Jabal al-Akrad, while the 48th Special Forces Regiment and their allies attacked the terrorist group along the Aleppo-Lattakia Highway (M-4 Highway),” they said.

“The Syrian army advancing along several hilltops surrounding Kabani; this town is situated to the Southwest of Jisr al-Shughour and to the West of al-Sirmaniyah. Al-Sirmaniyah is one of the villages needed by the Syrian Armed Forces to advance on Jisr Al-Shughour’s Southern side,” the sources went on to say.

“Meanwhile, along the Aleppo-Lattakia Highway, the 48th Special Forces Regiment and their allies continued their assault on ‘Ein al-Baydha in Idlib province, destroying several enemy mechanisms while pushing further North. Unlike the 103rd Brigade’s advance from the South, the 48th Special Forces Regiment is pushing towards Jisr al-Shughour’s Western side; this is the gateway to the city because of the high ground that it possesses,” the sources said.

The Syrian Armed Forces can pressure Jisr Al-Shughour from the south, but they can only retake the city with the western flank.

On Saturday, the Syrian army troops and allies captured a number of sites along the Aleppo-Lattakia Highway (M-4 Highway), paving the way for their soldiers to reach the final hilltops overlooking the strategic city of Jisr al-Shughour in the Southern part of Idlib province.

The Syrian Armed Forces can see the city of Jisr al-Shughour from their positions atop of Jabal al-Akrad in Northeastern Lattakia; this is the closest the government forces have been to Jisr al-Shughour since their withdrawal from Idlib province last Spring.

In addition to this advance by the Special Forces along the Aleppo-Lattakia Highway, the Syrian Arab Army’s 103rd Brigade – alongside the National Defense Forces and Syrian Social Nationalist Party – inched closer to the imperative town of Kabani after prevailing over the enemy’s first line of defense.

The Syrian Armed Forces are expected to enter Kabani in the coming days as they work to weaken the enemy defenses en route to seizing this mountaintop town in Jabal al-Akrad.


Russian, Syrian Fighter Jets Pound ISIL’s Military Positions Near Quaryatayn, Palmyra

TEHRAN (FNA)- The Russian and Syrian air forces jointly pounded the military positions of the ISIL terrorist group on the outskirts of Quaryatayn and Palmyra (Tadmur) cities in Homs province on Monday.

The Russian and Syrian fighter jets inflicted heavy losses on ISIL’s gathering centers in the suburbs of Quaryatayn and Palmyra.

Scores of militants were killed and wounded in the joint airstrikes.

In a relevant development earlier on Monday, over 60 combatants of the ISIL were killed and many more were wounded after a column of the terrorists found themselves in an ambush operation of the government forces Southeast of Homs province.

The ISIL trapped terrorists in the Triangle of Palmyra were heavily hit by the Syrian army and the National Defense Forces.

The ISIL suffered a heavy death toll of over 60 killed members.

The Syrian army’s artillery units, for their part, shelled the ISIL positions in the Palmyra Triangle.

The Syria army troops and the NDF advanced significantly against the ISIL in the surrounding of Tadmur and in the Quaryatayn hills.

Also on Sunday, the Syrian army’s artillery and missile units severely pounded ISIL’s military positions and gathering centers in a key region East of Homs province.

The ISIL sustained heavy losses in key Palmyra Triangle.

Scores of Takfiri terrorists were killed and wounded in the Syrian army shelling and missile attacks.
