Vladimir Putin met with permanent members of the Security Council to discuss the implementation of the Russian-US agreement on a ceasefire in Syria.

The participants exchanged views, following on from the matters discussed in Mr Putin’s earlier telephone conversations with President of Syria Bashar al-Assad, King of Saudi Arabia Salman bin Abdulaziz al-Saud and President of Iran Hassan Rouhani.

Taking part in the meeting were Prime Minister Dmitry Medvedev, Federation Council Speaker Valentina Matviyenko, State Duma Speaker Sergei Naryshkin, Chief of Staff of the Presidential Executive Office Sergei Ivanov, Secretary of the Security Council Nikolai Patrushev, Foreign Minister Sergei Lavrov, Defence Minister Sergei Shoigu, Director of the Federal Security Service Alexander Bortnikov, Director of the Foreign Intelligence Service Mikhail Fradkov, Deputy Secretary of the Security Council Rashid Nurgaliyev, and permanent member of the Security Council Boris Gryzlov.

President Bashar al-Assad received Wednesday a phone call from Russian President Vladimir Putin discussing prospects of the crisis in Syria in light of implementing the cessation of fighting actions.

President al-Assad asserted, during the phone call, government’s readiness to contribute to implementing the cessation of the fighting actions.

Presidents al-Assad and Putin also affirmed the importance of going ahead in combating the terrorist organizations of “Islamic State in Iraq and Syria (ISIS), Jabhat al-Nusra and other terrorist organizations.

Presidents al-Assad and Putin stressed during the summit which was held in Moscow last October that the final say regarding the future of Syria must be without doubt for the Syrian people.



Coordination centre for reconciliation of opposing sides on the territory of the Syrian Arab Republic started its work at the Hmeymim airbase

In accordance with the Russian-American agreements, the Coordination centre for reconciliation of opposing sides on the territory of the Syrian Arab Republic started its work at the Hmeymim airbase yesterday.

The centre is composed of over 50 people and 5 groups:

  • analysis and planning group;
  • negotiation group;
  • group for agreements and cooperation with foreign organizations;
  • information support group;
  • group for humanitarian support of the Syrian population.

Attention is to be paid to the fact that the majority of the Russian officers of the Centre have significant experience in peacemaking activities both under the aegis of the UN and within other peacekeeping formats.

The name of the Centre tells about its main missions:

  • receive appeals from representatives of local authorities and armed groupings through a common telephone line and an e-mail address concerning their willingness to stop the combat actions and to negotiate for a truce;
  • provide any assistance to everyone who makes addresses to the Centre of organization of contacts and further cooperation with the Syrian state authorities in order to sign ceasefire and peace-making agreements;
  • organization of cooperation with international organizations in the field of deliveries of humanitarian cargoes to the Syrian population and return of refugees from other regions and countries.

All the contacts of the Centre are shown on the screen and are now being spread through, first of all, the Syrian media, television, radio, SMS and e-mail as well as through all other channels at disposal.

As soon as the contact information was brought to the Syrian population, the active work of the Centre started.

There are some first results.

The Centre is receiving appeals, there are dozens of them.

First of all, they are thoroughly checked.

The Russian Defence Ministry does not exclude provocations against the Centre and its personnel.

The work is not simple, because it includes not only telephone talks but also field work for practical implementation of ceasefire agreements and delivery of humanitarian help to the population.

Passing to the certain results for the last two days.

The Centre has already received more than 10 appeals from certain areas where Russian servicemen are conducting an active work now.

Blue areas on the map show the regions from which appeals on ceasefire are being received.

They are located in different provinces of Syria. Members of the centre are actively working with representatives of groupings in different settlements of the Hama, Homs, Latakia, Damascus and Daraa provinces.

One of the results is the signing of peace documents as it has happened in Javalik settlement and a number of other inhabited areas in the Homs province.

There are also some results in the north of Latakia. Combat actions have been terminated in the settlements of Ghunaymiyah, Laulyat and Burj Islam in the north of the province. Peace documents have been signed there.

Negotiations are being held in a number of settlements of the province.

The regions and settlements of Syria, where the peace documents have been signed, local population receive humanitarian cargoes, living essentials and medical support from personnel of the Coordination centre.


It is it be emphasized that the Russian-American agreements are not acceptable for everyone. In particular, in the north of Syria where large-caliber artillery continues shelling of the Syrian bordering settlements from the territory of Turkey.

Attention is to be paid to the fact that the selective blindness of international human rights organizations concerning this fact arouses deep concerns, to say the least.

Instead of unsubstantiated accusations of the Russian party of indiscriminate strikes, the Amnesty International, the Human Rights Watch, the Doctors Without Borders and other organizations would rather give their official view on the criminal actions of the Turkish Armed Forces.


Concerning the cooperation with the American partners.

Yesterday the US military attaché in Moscow was presented all the contact information of the “hot line” (main and alternate channels) as it was prescribed by the Russian-American agreement on ceasefire in Syria.

Twenty-four hours have already passed. No answer has been received yet.

The Russian party has no idea if it is connected with the strange statements of the Pentagon spokesman Peter Cook who has a quite superficial and, to say it more precisely, distorted view on the achieved Russian-American agreements on the Syrian topic.

It is to be reminded that Mister Cook stated that the ceasefire in Syria was a test for the Russian authorities.

Mister Cook should calm down and focus on the department, the representative of which he is – the Pentagon.

For sure, Mr. Cook finds difficult to do that unlike his predecessors because of lack of knowledge in military science.

Therefore, Mr. Cook aspires to redress by making great mistakes.

He should be gentler and more professional.

The Russian Defence Ministry paid attention to articles in mass media about alleged framing of plans by the American partners. The plans were called as “B” and other letters of the alphabet.

It is to be said that the Russian party has started a complex and particular work aimed at reconciliation in Syria.

The American partners are considered to start the real work instead of traveling through letters and words as fast as possible.


These are the results of the Russian aviation group from the Hmeymim airbase.

In the course of the last two days, strike intensity of the Russian aircraft has significantly decreased.

Mainly, it is caused by claims aimed at cease fire and start reconciliation negotiations, which had been made by local authorities or representatives of the illegal armed forces.

The Russian aviation performs no strikes at these regions.

Alongside, it is to be stressed that this Russian-American agreement on cease fire in Syria does not apply combat operations aimed at liquidation of the ISIS, Jabhat al-Nusra, and other groups, which had been determined as terrorist ones.

Therefore, the Russian aircraft continue making strikes on objects of these international terrorists.

In the course of the last two days, aircraft of the Russian aviation group have performed 62 combat sorties engaging 187 targets in the provinces of Hama, Raqqah, Deir ez-Zor, Aleppo and Homs.

Near Ithriyah (Hama province), Su-34 bombers destroyed more than 10 militants’ strong points located on tactical heights.

Strikes caused destruction of engineer installations of terrorists, elimination of more than 50 militants. A tank and three off-roaders with heavy armament were also hit.

At the approaches to Tadmur (Palmyra, Homs province), on the Tlul  al-Ramlayat height, a Su-34 bomber carried out a strike on the ISIS positions. Two direct hits resulted in elimination of two mortar batteries with the crews as well as two pieces of armored hardware.

Near al-Bab (Aleppo province), a Su-24M bomber attacked a concentration of ISIS manpower and hardware concentration. The objective monitoring data confirms liquidation of at least 10 militants as well as 3 automobiles with large-caliber machine guns.

In the Raqqah province, a column, which consisted of 10 heavy trucks with armament and munitions, was completely eliminated with all its contents on its way to Deir ez-Zor province by strikes made by Russian Su-34.

ISIS coordinated three simultaneous attacks on Syrian Army positions; one at Khanaser, one at the T-4 air force base, and one at Syrian Army locations near Palmyra.

The Syrian Army foiled two of the attacks, at the T-4 Air force base, and at its positions in Palmyra. While terrorists managed to enter Khanaser. However, we are expecting good news from there by tomorrow morning.

Nine killed, many injured in terrorists’ rocket shells in Aleppo, Hama

Eight civilians were killed and 10 others were injured Wednesday in terrorist attacks with rocket shells targeting a neighborhood in Aleppo city.

A source at the governorate told SANA reporter that terrorists fired mortar shells on al- Jamilieh neighborhood in Aleppo city, claiming the lives of 8 people and injuring 10 others.

The terrorist attacks, according to the source, caused material damage to the public and private properties.

A source at Aleppo Health Directorate pointed out that one of the shells fell near the post corporation causing the injury of a retired elderly men who came to it to take his retirement pay.

Meanwhile, a citizen was killed and many others were wounded in a terrorist attack with 7 rocket shells on Ayn al-Kroum village in Hama north-western countryside.

Earlier Tuesday, five children were killed when terrorists fired rocket shells at residential neighborhoods in Aleppo city.

The army kills scores of ISIS, Jabhat al-Nusra terrorists in Homs and Aleppo provinces

Units of the army and armed forces on Wednesday continued combating terrorism, ISIS and Jabhat al-Nusra terrorist organizations, inflicting losses upon them in personnel and equipment.

Homs

In the countryside of the central province of Homs, army units clashed with a terrorist group of ISIS terrorist organization in the vicinity of al-Bardeh village and al-Bayarat area in the eastern countryside of Homs province, military source told SANA on Wednesday.

The clashes resulted in killing scores of ISIS members and destroying a number of their vehicles some of which were equipped with machineguns.

Hama, Idleb

A military source has affirmed that 30 terrorists from “Jund al-Aqsa” and “Jabhat al-Nusra” were killed in army’s operations against their dens in Hama and Idleb countryside.

Lattakia

Army units, in cooperation with popular defense groups, restored stability and security to Barza al-Tahtani village, Katef al-Zaitona, Daher Sando, Tal Ghweirat and Jabal Abu Ali in the northeast countryside of Lattakia.

Aleppo

Meanwhile, in the northern province of the Aleppo, army continued its operations against the fortified positions and gatherings of ISIS and Jabhat al-Nusra in Khanaser area and number of neighborhoods in Aleppo city and its countryside.

Army units, in cooperation with popular defsene groups, destroyed gatherings of ISIS in Rasm al-Nafel village, Burj al-Zaror and the vicinity of khanaser town in the southeastern countryside of Aleppo.

The source added that terrorist organisations’ fortified sites and dens were destroyed in al-Rashiden, Bustan al-Qassr and al-Shaar neighborhoods of Aleppo city due to army’s operations in those neighborhoods.

Damascus Countryside

The Army achieved new progress in hunting terrorists affiliated to Jabhat al-Nusra and expanded its control in Darayya city in the western Ghouta in Damascus Countryside.

A field commander said in a statement to reporters that army units carried out during the last 24 hours a military operation in which they established control over an area 2 kilometers long and 800 meters wide to the south of Darayya city.

The Commander added that this advance is besieging the members of terrorist organizations within an area that does not exceed one third of the city, thus contributing to enhance the security of Sahnaya town and Ashrafiyat Sahnaya and preventing terrorists from targeting the residential neighborhoods with shells and sniper fire.

He noted that the army’s progress in Darayya city is related to making an infiltration into the area which terrorists are fortified inside after they planted landmines and explosive devices across the city, stressing that protecting the lives of soldiers is a priority in all military plans as well as restoring stability and security to the city of Darayya and all Syrian lands.

For his part, Commander of the military operation which was carried out on Tuesday in the city of Darayya, said that after separating Darayya city from al- Moadamieh and cutting off the supply routes of terrorist organizations, the army members advanced and were able to breach the terrorists’ defenses and restore control over many of building blocks to the south of Darayya city.

The army discovered an extensive network of tunnels stretched for hundreds meters and equipped with ventilation and lighting instruments, the commander said.

He confirmed that all terrorists inside the city of Darayya are affiliated to Jabhat al-Nusra.

For their part, army members said that they fought fierce house-to-house battles with terrorists and killed many of them while the rest of terrorists fled away and now they are besieged inside small sites in the city.

They expressed their determination to continue their tasks till eliminating terrorism in the city.

Russian and Syrian air forces conduct 459 sorties against 1589 terrorists’ targets since Feb. 16 th

Russian Aerospace force, in cooperation with the Syrian Air Force, carried out 459 sorties against 1589 targets for terrorist organizations in Syria since February 16th till date, a military source told SANA Wednesday.

The source said in a statement of which SANA received a copy that the sorties destroyed 1589 targets for terrorist organizations in Aleppo, Lattakia, Hama, Hasaka, Daraa and Homs.

Among these targets, 10 fortified positions, tanks, machinegun-equipped vehicles for ISIS terrorist organization were destroyed and more than 50 terrorists in Athriya area in the eastern countryside of Hama were killed.

Sorties against gatherings of ISIS terrorists in the south eastern countryside of Homs eliminated cannons along with terrorists in Toloul al-Ramlat.

In Aleppo countryside, the sorties destroyed three vehicles equipped with heavy machineguns and killed more than 10 terrorists from ISIS terrorist organization in al-Bab area 38 kilometers to the north east of Aleppo.

The air force destroyed a depot in Nahashba village in Lattakia countryside in addition to another depot in al-Ghariyeh al-Gharbiyeh north east Daraa.

The air force destroyed 1593 targets for terrorists in Deir Ezzor, Daraa, Homs, Hama, Lattakia and Aleppo from February 10th till 16th within the framework of implementing the agreement between Syria and Russia to combat international terrorism and eliminate ISIS and Jabhat al-Nusra terrorist organizations.

Gen. Igor Konashinkov, spokesman for the Russian defense ministry said in a press conference details of which were published on RT website that the Russian air force carried out 62 sorties in a number of northern, eastern and western provinces on Tuesday destroying 10 positions for terrorists.

Konashinkov said that 10 terrorists were killed and two batteries for mortar launchers in addition to a number of armored vehicles were destroyed in the area surrounding al-Bab city in Aleppo countryside in addition to destroying vehicles equipped with heavy machineguns and 10 trucks for ISIS terrorists in al-Raqqa.

The military official said that the Turkish artillery continues to shell Syrian territories, calling on international organizations to taking notice of these criminal acts by the Turkish authorities.
Konashinkov reaffirmed that the Russian-US agreement on the cessation of hostilities in Syria does not include ISIS, Jabhat al-Nusra and other organizations classified as terrorists by the UN Security Council.

Konashinkov said that Russia on Tuesday handed over all the coordinates and lines of communication with the military attaché in Moscow under the Russian-US agreement to stop hostilities in Syria, noting that “24 hours on, we have not received any reply.”

Commenting on the US statements regarding an alternative plan in case the agreement on the cessation of hostilities in Syria has failed, Konashinkov said “We began a difficult and important work to launch the settlement process and the truce in Syria, and we call on our colleagues and American partners to do so “.

On Tuesday, the Russian Defense Ministry announced the establishment of a coordination center in Hmeimeem base to monitor the cessation of hostilities and the delivery of humanitarian aid to various areas in Syria.
