Syrian government with the support of Russian Federation continues extensive work to create conditions conducive for repatriation of refugees and internally displaced persons to their homeland.
The number of citizens arriving to the country continues to increase. At present, 2,013,807 Syrian citizens have returned to their homes with 1,306,095 internally displaced persons and more than 707,712 refugees from abroad among them.
For all citizens whose homes are ravaged by war, temporary accommodation centers function where all the necessary conditions for life are created, fully consistent with the humanitarian standards of the United Nations, which are constantly improving. This has repeatedly been convinced by representatives of international aid agencies. Taking into account the desire to again verify the worthy level of the conditions created in these centers, we express our readiness to receive delegations of any level on their territory at a time convenient for them.
It is bewildering that the implementation of the next UN plan to evacuate the residents of the Rukban camp was disrupted for the umpteenth time, primarily due to the refusal of the United States and the militants controlled by it to fulfill its obligations.
In fact, the militants of Magavir al-Saura use the tactics of blackmailing the World Organizations, putting forward impossible demands.
We believe it is impractical to import into the territory of Rukban camp humanitarian aid that do not reach the civilians of the camp. The Syrian authorities are ready to feed and warm all returning citizens upon arrival at the territory controlled by the government.
The United States is responsible for the security of United Nations convoys and the Syrian Arab Red Crescent on the territory of the 55-kilometer al-Tanf zone. Accordingly, the American side should provide the controlled militants Magavir al-Saura, involving them in security measures, independently with both food and fuel, but not at the expense of international humanitarian assistance.
The onset of cold weather can lead to a significant increase in the number of victims among the defenceless residents of the Rukban camp.
We urge the US side not to impede the withdrawal of the camp population. To ensure the safety of United Nations and Syrian Arab Red Crescent bus convoys in the 55-kilometer al-Tanf zone.
We appeal to the entire international community to contribute to the speedy completion of the evacuation of the camp population and its complete elimination, so that the shameful example of inhumanity called Rukban will finally go down in history.
