UN Fails to Provide Relief to Eastern Aleppo

Russian Foreign Ministry expressed regret that the humanitarian pauses in Syria’s Aleppo have not been used to deliver humanitarian aid to eastern parts of the city and to evacuate wounded and sick from there, according to official statement.

MOSCOW (Sputnik) — Russian Deputy Foreign Minister Gennady Gatilov expressed regret on Wednesday over the failure by the United Nations to use humanitarian pauses in Syria’s embattled city of Aleppo to deliver relief to local residents.

Gatilov held consultations on Wednesday with Deputy UN Special Envoy for Syria, Ambassador Ramzy Ezzeldin Ramzy, focusing on the revival of the political process in Syria amid a prolonged suspension of intra-Syrian reconciliation talks. “The Russian side expressed regret that the humanitarian pauses in Aleppo have not been used to deliver humanitarian aid to eastern parts of the city and to evacuate wounded and sick from there,” the Russian Foreign Ministry said in a statement.

Reconciliation of the opposing sides

Within last 24 hours, truce agreements have been signed with representatives of 5 inhabited areas of the Latakia (2) and Hama (3) provinces.

The total number of inhabited areas, the leaders of which had signed reconciliation agreements, has reached 945.

Negotiations on joining ceasefire regime have been continued with field commanders of armed groups in the Muaddamiyah al-Sham inhabited area in the Damascus province, and detachments of the armed opposition in the Homs, Aleppo, and al-Quneitra provinces.

The number of ceasefire application forms signed with leaders of armed groupings remained 69.

Ceasefire observation

Within last 24 hours, 42 shellings performed by illegal armed formations have been registered in the provinces of Aleppo (17), Damascus (20), Latakia (2), Daraa (1), Hama (1), and al-Quneitra.

Armed formations, which had claimed to join the ceasefire regime, have fired improvised MLRS, mortars and small arms against Bludan, Kafr Batna, area of the al-Abbasiin stadium in Jaubar (twice), highway near Duma, positions of the government troops near height 612 in the Damascus province; Azizi in the Aleppo province, and al-Masharqa quarter of Aleppo; Iqqo and Ain al-Qantara in the Latakia province.

In the Damascus province, terrorist formations have fired improvised MLRS, tube artillery, AT grenade launchers, mortars, and small arms against Arbil (three times), Haush Nasri, Haush Harabu, Bala al-Jalida, and Bala al-Kadima inhabited areas, al-Wafidin camps near Duma, electricity station and sports ground in Jaubar, and positions of the government troops on the Tell Kaukab mount.

In the Aleppo province, terrorists have shelled 1070 (three times), Manyan (twice), 3000, Dahiya al-Assad (twice) quarters, al-Assad military academy, Kastello trade center (twice), Higma School, areas of the paperboard plant, SYRIATEL mobile communication station in the Aleppo city, and positions of the government troops near Karyat Khalab Fortress.

Armed formations of terrorist groupings have also fired against Suran (Hama province), Osman (Daraa province), and Jaba (al-Quneitra province).

Russian Aerospace Forces and Syrian Air Force did not make strikes on opposition armed formations, which follow ceasefire regime and informed the Russian or American Centres for reconciliation about their location.

Humanitarian aid to the population of Syria

Three humanitarian events have been held, in course of which citizens had received humanitarian aid:

in a camp for refugees in the al-Jamiliyah area of the Aleppo city – about 1 ton;

in Hai al-Shakhba area of the Aleppo city (for Russian community) – about 3 tons;

in Masyaf in the Hama province – about 150 kg.

Posts with hot meal and items of first necessity continue their work for civilians who leave the districts of the Aleppo city, which are under control of terrorist armed groupings.

Russian Centre for reconciliation organized and transported 6 Syrian children and their parents to the Hmeymim airbase (11 persons in total) for further transfer to the Military Medical Academy named after Sergei Kirov (Saint Petersburg) for medical treatment.

Within last 24 hours, an insurgent and 17 civilians, including 8 children, have left blocked areas of the Aleppo city.
