General information on the application of measures for the reconciliation of opposing sides

In the course of last 24 hours, negotiations with representatives of five towns and administration of regions in the Damascus and Homs provinces have been held. Issues concerning joining the ceasefire regime and returning to peaceful life by members of opposition armed formations have been discussed.

Negotiations with commanders of two armed formations active in ‪#‎Aleppo‬ are continued. The number of ceasefire application forms signed with leaders of armed groupings has remained 43.

Preliminary truce agreements with representatives of 2 towns of the Hama province have been achieved.

Consultations with leaders of two opposition political parties of Syria have been held. Problems of the peacemaking process and ways of their solving have been discussed.

Results of ceasefire monitoring

In general, the ceasefire regime in the territory of the Syrian Arab Republic has been observed.

In the course of last 24 hours, 6 ceasefire violations have been registered (Latakia – 5, Hama –1).

In the ‪#‎Latakia‬ province, unidentified armed formations carried out mortar shelling against Qarajabez and Kermel from Shamruran.

Moreover, militants of Ahrar al-Sham formation, which puts itself to the opposition ones, performed a mortar attack against the Syrian Army positions near Ard al-Wata and Roisit Risho.

Supported by 5 tanks militants of Katib al-Farukh took efforts to carry out offensive on positions of the government troops near Ramliyah and Tell Derra from Izedin and Aidum (‪#‎Hama‬ province). Units of the Syrian Armed Forces had to engage detected targets.

Humanitarian aid to the population of Syria

Operational group of the Russian Centre for reconciliation in cooperation with representatives of the al-Ganto administration (Homs province) was monitoring infrastructure restore process of inhabited areas. Restoring is complicated by absence of qualified specialists in electricity and water supply systems. The province administration was informed about the monitoring results.

Working session with authorities of four towns of the Hama province on providing humanitarian aid has been held. Representatives of the Syrian party denoted the importance of the session for returning of peaceful citizens to the inhabited areas.

The session participants expressed their gratitude to representatives of the Russian Centre for delivering humanitarian aid to Kafr Nan on March 20, 2016. Northern suburbs of Kafr Nan are the forward edge of battle area with Ahrar al-Sham.

It was noted that not a single humanitarian organization had delivered humanitarian aid to Kafr Nan citizens despite the distressful situation.

While delivering humanitarian aid to Harasta (‪#‎Damascus‬ province) and Kafr Nan (Hama province) the Russian humanitarian convoys were attacked by militants. Officers of the Russian Centre and representatives of the Syrian side involved in the humanitarian events were not injured.

Specialists of the Russian Centre for reconciliation have started forming another humanitarian convoy to inhabited areas of the Hama province. The convoy is to leave soon.

Additional information

Leadership of the Russian Centre for reconciliation (‪#‎Hmeymim‬ airbase) and the American Coordination Centre (‪#‎Amman‬) held another teleconference session. The American party received information about ceasefire violations, which had been registered days before in the Aleppo and Latakia provinces. Troubling issues of ceasefire monitoring and ways of their solving have been discussed.

The Russian Centre for reconciliation has received information from citizens of the Idlib province about arrival of 100-man strong two armed groupings of Jabhat al-Nusra in Binnish. The militants told the citizens about their soon departure for Aleppo to conduct warfare against the government troops.

Armed Groups Open Fire on Russian Humanitarian Aid Convoys in Syria

The Russian Defense Ministry said armed groups opened fire on Russian humanitarian aid convoys in Damascus Countryside and Homs countryside in Syria on Tuesday.

The Ministry’s website published a statement from the Russian center for coordination and monitoring the cessation of hostilities in Syria, which affirmed that Russian humanitarian aid convoys came under fire from unknown militants in Harasta in Damascus Countryside and Kafarnan in Homs countryside.

Neither the members of the Center nor the Syrians who participated in the humanitarian activity were injured, the statement added.

The statement also said that 6 breaches of the cessation of hostilities were documented ruing the past 24 hours, with 5 breaches in Lattakia province and 1 in Hama province.

Military operations in the vicinity of the city of Homs countryside villages

The army continues targeting ISIS and Jabhat al-Nusra positions across the country

ISIS and Jabhat al-Nusra and other terrorist organizations continue to have their positions and sites targeted wherever their members are operating across the country.


An army unit targeted gatherings of terrorists from the so-called “Yarmouk Martyrs Brigade” which is affiliated to ISIS in an operation in the western side of Khrab al-Shahm town in the northeastern countryside of Daraa province.

Many terrorists were killed and several of their vehicles were destroyed in the operation, a military source told SANA.

Meanwhile al-Nusra Front terrorist organization acknowledged the death the so-called “military commander in the southern Syria” who is named Tareq Mezaal al-Masalmeh in the surroundings of Tal al-Jomoua in the western countryside of Daraa.


The army’s air force conducted sorties targeting gatherings of ISIS terrorists and their movements in al-Qaryatain city and the surroundings of Tadmur (Palmyra) city in Homs countryside.

ISIS sites and fortified positions in al-Qaryatain, located southeast of Homs city, were destroyed in the airstrikes.

Airstrikes in the eastern countryside of Homs left a number of ISIS terrorists dead and several of their vehicles and fortified sites destroyed in the area surrounding Tadmur and to the west of Shaer junction.

Later, a military source told SANA that army units, in cooperation with popular defense groups, established full control over al-Hayyal Mountain which overlooks Palmyra (Tadmur) city from the southwestern side after eliminating a large number of ISIS terrorists.

ISIL Launches Heavy Suicide-Attacks on Kurdish Troops in Raqqa Province

TEHRAN (FNA)- The Syrian Democratic Forces (SDF) and the Kurdish People’s Protection Units (YPG) were targeted by the ISIL terrorists’ suicide attacks on a strategic town in Northern Raqqa province.

The ISIL launched a wave of suicide attacks on the YPG and SDF centers in the Southern parts of Salouk town, Northern Raqqa.

There is yet no report of casualties and damage of the attack.

In another development in Raqqa, the ISIL terrorists’ offensive against the YPG forces in Jantrari village in the Eastern parts of Ain Issa town, was responded by the Kurdish resistance forces.

During the clashes between the YPG and the ISIL terrorists in the region, three militants and two Kurds were killed.

Late last week, informed sources reported death of several ISIL top leaders and executives during the latest raids on the terrorist group structures across the stronghold city of Raqqa, Northeastern Syria.

A source on the ground said the ISIL’s top judge, Fawaz Muhammed al-Muhsin al-Kurdi (also known as Abu Ali al-Shar’ei) was killed when the Syrian Air force fighter jets bombed ISIL structures in Firdows district in the city of Raqqa on Saturday.

The reports also confirmed the death of ISIL’s self-proclaimed Raqqa governor, Abu Luqman, alongside his uncle, Ibrahim al-Shawwakh who was deemed as one of most senior ISIL leaders, in a high-precision airstrike over al-Sahl district of Raqqa.

The reports come as military sources said tens of terrorists are fleeing the battlefields Eastward from Palmyra toward ISIL’s stronghold city of Raqqa as Syrian army troops alongside popular forces continue to smash the terrorists in the Eastern parts of Homs province.

The news about the death of ISIL leader was released as the Syrian army and popular forces are making significant advances in Eastern Syria.

Two Strategic Roads in Palmyra Liberated by Army

TEHRAN (FNA)- The Syrian army and popular forces seized control of two strategic roads leading to the militant-held city of Palmyra (Tadmur) in Homs province.

“The Damascus-Palmyra and Quaryatayn-Palmyra roads were freed after heavy clashes between the Syrian forces and the terrorists in the region in which tens of militants were killed,” army sources said on Tuesday.

Other reports from the region also said that the National Defense Forces (NDF) and the Desert Hawk Brigade or Desert Falcons are joining the army around Palmyra to liberate the ancient city.

In another development in Palmyra on Tuesday, the Syrian army seized back control of al-Hail heights in the Western parts of the city as the region is under heavy fire by the Syrian army troops.

Military sources said on Monday that the Syrian army and its allies pushed their way further into militant-held areas in Homs province and came closer in different directions to the key city of Palmyra in the Eastern part of province, imposing heavy casualties on the terrorists in the region.

The military sources said pro-government forces took dozens of hilltops, from the hill 900 up to hill 700, in heavy clashes with ISIL terrorists.

They also managed to advance further from al-Bayarat to Palmyra Triangle and from Tal al-Matar to al-Dowah and al-Tar Mountain.

The Syrian army also made several advances in rugged areas overlooking the city of Palmyra and liberated areas just across Palmyra’s ancient Citadel, Northeast of the city.

Syrian Forces Encircle Quaryatayn While Battle for Palmyra Continues

TEHRAN (FNA)- The Syrian army’s 11th and 3rd divisions secured all hills around al-Quaryatayn in Homs province, surrounded the city and paved the ground for its full liberation.

“However, with the ISIL still in control of the city, their fighters now face the option of fight and die or retreat,” reports said.

Reports also suggested that the Syrian government prefers the latter as they do not wish to suffer the casualties which will naturally be sustained by attacking a large town filled with improvised ISIL traps and potential suicide bombers. “Therefore, they have left a line of retreat open for the ISIL.”

The army has seized back these hills from the terrorists in the Northern, Western and Southern parts of al-Quaryatayn in the past 2 weeks: Jabal Sharifah, Jabal Muntar Rumayli, Tall Dakari, Jabal ar-Rumayli, Tulul as-Sud, Rujm al-Qa’dah, Hazm al-Abyad, Tall Ibn’ Uthman, Jabal Muzaybilah, Tall Wadi al-Ayn.

Meanwhile, in Palmyra, the Syrian government troops captured several hilltops; nevertheless, they have failed to enter the historic city due to extensive minefields and stubborn resistance by hostile ISIL terrorists.

However, they do enjoy support from several highly experienced units – the Tiger Forces, the Syrian Marines, the Desert Hawk Brigade and Hezbollah (the Lebanese movement).

In total, some 5,000 to 5,500 soldiers are stationed on the Palmyra frontline and with the Russian Air Force aiding their every move, they will likely capture Palmyra within weeks.

Syrian Army Cuts Off ISIL’s Palmyra-Quarayatayn Supply Road

TEHRAN (FNA)- The Syrian army and its allies blocked one of the main ISIL supply routes in the Eastern and Southeastern parts of Homs province which links Palmyra to Quaryatayn.

The Syrian army’s 120th Brigade of the 2nd Division – backed by the National Defense Forces (NDF), the Syrian Social Nationalist Party (SSNP), Dara’a Qalamoun (Qalamoun Shield), and Liwaa Suqour Al-Sahra (Desert Hawks Brigade) – liberated several points from the ISIL hands near the strategic desert city of Quaryatayn in the Southeastern parts of Homs province.

According to the latest military report from the desert front, the Syrian forces began their assault by imposing full control over Point 875 in Taloul Al-Soud after a violent battle with the ISIL terrorists at the important hilltop.

Following the capture of Point 875, the Syrian forces liberated points 908.8, 901, and 893.6 at Jabal Al-Ramili and then points 856 and 866 at Wadi Al-Tabah in the Quarayatayn countryside.

With the capture of these strategic points, the Syrian forces effectively cut off the ISIL’s supply route at the Quaryatayn-Palmyra road.

Also, on Monday, the Syrian fighter jets inflicted more loss and damage on the ISIL in massive air raids on terrorist group’s strongholds in the Eastern and Southeastern parts of Homs province.

“The airstrikes destroyed the ISIL positions near the two cities of Palmyra (Tadmur) and Quaryatayn in Homs province, inflicting heavy damage on the terrorist group and claiming the lives of a number of militants,” army sources said.

Also yesterday, the Syrian army’s Infantry Force and its allies pushed their way further into militant-held areas in the Eastern parts of the province and came closer to Palmyra from multiple directions after imposing heavy casualties on the terrorists in the region, military sources said on Monday.
