General information on the application of measures for the reconciliation of opposing sides
Total number of towns, which had joined the ceasefire agreements, remained 51.
Consultations with leaders of 4 opposition political parties and movements active in Syria are continued. Issues concerning ceasefire and their implementation have been discussed.
Ceasefire application forms signed with leaders of armed groupings remained 42 ones.
Specialists of the Russian Centre for reconciliation of opposing sides in Syria took part in session with representatives of initiative groups, political and public organizations in the provinces of Daraa and Damascus. The parties discussed coordination of efforts in establishing ceasefire and humanitarian aid delivering.
Results of ceasefire monitoring
In general, ceasefire is observed. Number of violations with usage of heavy armament has reduced.
In the course of last 24 hours, 10 ceasefire violations have been registered (Aleppo – 4, Latakia – 3, Idlib, Hama, and Homs – by 1 in each).
Russian Aerospace Forces and Syrian Air Forces did not make strikes on armed formations, which follow ceasefire regime and informed the Russian or American Centres for reconciliation about their location.
Humanitarian aid to the population of Syria
Humanitarian convoys to Kafr Nan, Tesnin, and Kanaya (Homs province) are being formed.
Session with representatives of opposition parties and movements, and famous public persons has been held by mediation of the Russian Centre for reconciliation of opposing sides in Syria.
Social and political issues concerning ceasefire regime have been discussed. The session participants spoke in favor of respecting sovereignty and unity of Syria, refusing any form of foreign interference, and continuing fighting against terrorism.
Leadership of the Russian Centre for reconciliation (Hmeymim airbase) and the American Coordination Centre (Amman, Jordan) held teleconferences.
The US representatives presented information about ceasefire violations.
The sides denoted significant reduce of ceasefire violations with usage of heavy armament.
Another group of Russian aircraft departed from the Hmeymim airbase and headed to the permanent bases
Another group of Russian aircraft departed from the Hmeymim airbase and headed to the permanent bases in the territory of the Russian Federation.
The group consists of a “leader”, an IL-76 aircraft, as well as attack aircraft Su-24M.
Long-range flights of the Russian aircraft from the Hmeymim airbase to permanent location airfields in the territory of Russia are performed in groups.
Each group has a “leader” (Tu-154? or Il-76), which transports engineering and technical personnel, and logistics items, and Russian warplanes of different types are following it.
The group follows the assigned route until it reaches the border of the Russian Federation. Having reached the borders, all the aircraft are to reach their airfield independently.
If it is necessary, the aircraft are conducting intermediate flight stops at military airfields for refueling and technical condition monitoring during the flight over territories of the Russian Federation.
We decided not to comment at first at the Syrian – Russian agreement of reduction of Russian military presence in Syria.
However, because of how some people took the news (and because of short sighted media analysts) we will try to briefly explain a few things from a military perspective, in strict compliance with what we can say.
RuAF and SyAAF at the beginning of the Russian deployment in Syria were conducting several dozens of airstrikes a day, aimed at al-Nusra, and ISIS terrorist locations.
In the passed 4/5 weeks, RuAF attack bombers were taking off barely loaded due to progress on the ground. Most of the attack bombers were in place, but seldom conducted a mission more than every two to three days.
The Syrian Armed Forces with the aid of the RuAF managed to liberate over 400 points spread over a radius of 10,000 square km.
In the passed two weeks, after the “Cessation of aggression” agreement was in effect, the SyAAF and RuAF further reduced the number of airstrikes and sorties.
During that time, the Russian center operating in Hmemeem airbase (Aka Basel al-Assad airport) was registering, and coordinating between Syrian Nationals who are bearing arms against the Syrian Arab Armed Forces, to achieve peace between the Syrians. Which in turn increased the National Reconciliation efforts of the Syrian government, led by the National Reconciliation ministry.
All these efforts resulted in the understanding that such a large force in Syria is no longer required, therefore the Syrian command and the Russian command reached an agreement to reduce the Russian military presence in Syria and to consider this reduction as a sign of goodwill of both commands toward the other side, and signal the international committee that Syria and Russia are only interested in fighting terrorism; and when it comes to the Syrian crisis, the only solution is a peaceful, political one, through a Syrian-Syrian dialog, with no foreign intervention.
RuAF in Syria will continue with SyAAF conducting airstrikes on terrorist facilities and locations in Syria.

ISIS infiltration attempt and attack foiled in Sweida and Homs, heavy weapons and an oil tanker destroyed in Deir Ezzor

Army and Armed Forces units and popular defense groups clashed with terrorists during the past 24 hours in Sweida, Deir Ezzor, and Homs provinces, which resulted in the death of a number of terrorists and in destroying their weapons and equipment.
Popular defense groups thwarted Tuesday night ISIS terrorists’ attempt to infiltrate towards al-Lajat in Kou’ Hadar area in the northern countryside of Sweida province.
A source at Sweida Governorate told SANA that one of the popular defense groups ambushed the group of ISIS terrorists who were coming from al-Badiya (desert) and heading westward to al-Lajat.
One of the terrorists was killed and two others were injured, said the source, adding that the other terrorists fled.
Army units carried out intensive operations during the past 24 hours targeting ISIS terrorists’ fortifications and hideouts around al-Taim field from the directions of al-Tharda Mountain, the Panorama and the Driving School, located to the south of Deir-Ezzor city.
A source on the ground told SANA that scores of terrorists were killed during the operations, in addition to destroying two vehicles equipped with 23 mm machineguns and a stolen oil tanker on al-Taim field road from the side of al-Shoula village.
The source added that terrorists near the field and the Technical Institute for Oil were hemmed in.
An army unit also targeted a gathering of ISIS terrorists near al-Jazeera University in al-Bogheiliyeh area in the western countryside of the province, destroying a car transporting terrorists.
A pickup truck with a machinegun mounted on it was destroyed along with a mortar launcher and five ISIS terrorists were killed in Hweijet Sakar in the eastern countryside of Deir Ezzor, according to the source.
During the past two days, army units engaged in fierce clashes with ISIS terrorist groups that launched attacks in the surroundings of Deir Ezzor Airport and in al-Sinaa neighborhood and al-Maqaber Mountain, killing many of their members, including al-Haj Abdullah, Mohammad al-Fadel and Jihad al-Sajer, while the other terrorists fled.
Another pickup truck equipped with a 23 mm cannon belonging to ISIS terrorists was destroyed in al-Hweiqeh neighborhood in Deir Ezzor with a guided missile fired by an army unit.
An Army and Armed Forces unit on Wednesday thwarted an attack by ISIS terrorists on a strategic hill to the west of Palmyra (Tadmur) in the eastern countryside of Homs province.
A source on the ground told SANA that an army unit, in cooperation with popular defense groups, was engaged during the past hours in fierce clashes with ISIS-affiliated terrorist groups that had launched an attack on hill 900, a strategic hill and the highest summit in al-Haiyal Mountains with an elevation of 939 meters. The hill located to the west of Palmyra and overlooks it.
The source said clashes foiled the terrorist attack after killing a number of terrorists, injuring others and forcing the rest to flee.
Armed group targets al-Ajami power substation in Daraa

An armed group targeted al-Ajami power substation which feeds water-pumping projects in Daraa western countryside, causing it to come out of service.
A source at Daraa Electricity Company told SANA that efforts are underway to fix the damage done after securing an alternative source of electricity.
The source said that on Tuesday that al-Ajami power substation came under heavy fire by a terrorist organization, which caused the leak of large amounts of the oil necessary to operate the plant, indicating that repair works need one week.
12 civilians and 2 electricity workers injured in terrorist attacks in Aleppo

12 civilians were injured in terrorist attacks with mortar and rocket shells on al-Sheikh Maqsoud neighborhood on the northern outskirts of Aleppo city.
The shelling is a new breach by the terrorist organizations of the cessation of hostilities agreement that came into effect on February 27.
Local sources told SANA on Wednesday that terrorists positioned in Bani Zaid neighborhood targeted on Tuesday al-Sheikh Maqsoud neighborhood with tens of rocket and mortar shells.
Some 12 people were injured in the shelling, which caused huge material damage to houses, the sources confirmed.
In a relevant context, two electricity workers were injured Wednesday as a landmine of those left behind by ISIS terrorists went off on Aleppo-Khanaser road.
A source at Aleppo Governorate explained in a statement to SANA that a team from Aleppo Electricity Department was working on the alternative power line Aleppo-Khanaser-Athrya as the landmine exploded, leaving two of the workers seriously injured.
The army restored stability and security to Aleppo-Khanaser road on February 29.
Iran to Send Commandos, Snipers to Iraq, Syria
TEHRAN (FNA)- A senior army commander said Iran plans to deploy commandos and snipers in Iraq and Syria as military advisers.
“At some point we might decide to use our commandos and snipers as military advisers in Iraq and Syria,” Deputy Chief Liaison of the Army’s Ground Force General Ali Arasteh told reporters in Tehran on Wednesday.
He said the first group of commandos and snipers are being trained for the purpose and the country might decide to send them to Iraq and Syria in the near future.
Iran is providing Iraq and Syria with military advisory and humanitarian aid in their fight against terrorist groups.
Last week, Commander of the Islamic Revolution Guards Corps (IRGC) Quds Force Major General Qassem Soleimani said Takfiri terrorism threatens all Muslims, and Iran has waged war on those terrorists that trade enslaved women and children.
“The fire of Takfir and Takfirism has engulfed in homes of our Sunni brothers. Those behind this are under the illusion that they can bring Shiism and the Islmaic Republic to their knees. More than anywhere elese, Takfiri groups have targetted the sanctity of humanity and the Sunni world,” General Soleimani said, addressing a ceremony in Tehran Sunday night.
General Soleimani then asked those behind the smear campaign to question Iran’s policy in its ongoing war on terror, “Is it adventurism if the Islamic Republic makes sacrifices to defend Muslims? Is it wrong for the Islamic Republic to battle a group that in just one region is buying and selling some 20,000 unfortunate enslaved young women? Is it wrong for the Islamic Republic to stand against the anti-Muslim current and stop the demolition of Mosques and Muslim holy sites?”
His remarks came after Iraqi Minister of Human Rights Mohammed Mahdi Ameen al-Bayati said the Takfiri ISIL terrorist group has sold more than 5,000 women and girls from Iraq’s Izadi Kurdish minority in their slave market.
Russian Air Force Resumes Airstrikes on ISIL Centers in Syria’s Homs
TEHRAN (FNA)- The Russian fighter jets carried out several combat flights over the ISIL concentration centers in the Eastern part of Homs province and targeted them heavily.
The Russian Air Force struck several ISIL sites at Jabal Hayyal, al-Sakhanah, Wadi Dhakana and Jabal al-Sha’ar near the strategic city of Palmyra (Tadmur), which ended in the killing or wounding of many terrorists and destroyed their military hardware in large scale.
On Tuesday, a large number of terrorists were killed in the Syrian Army troops’ continued anti-ISIL operation in the Southeastern part of Homs province.
The ISIL suffered a heavy death toll and its military hardware sustained major damage after the Syrian soldiers stormed on their lines of defense near the ancient Assyrian town of Quaryatayn.
