Report of the Russian Centre for reconciliation of opposing sides in the Syrian Arab Republic (March 13, 2016)

General information on the application of measures for the reconciliation of opposing sides

Russian Centre for reconciliation of opposing sides  continues holding consultations will leaders of opposition political parties active in the Syrian Arab Republic.

Cease fire problems and ways of solutions were discussed. Ceasefire application forms signed with leaders of armed groupings remained 42 ones.

In the course of last 24 hours, ceasefire negotiations have been held with elders and administration representatives of five towns in the Daraa and Hama provinces. Total number of towns, which had joined the ceasefire agreements has reached 44 ones.

Results of ceasefire monitoring

In the course of last 24 hours, 29 ceasefire violations have been registered (Latakia – 18, Damascus – 5, Aleppo – 3, Idlib–2, Hama – 1).

In the Latakia province, unidentified armed groupings carried out attacks on positions of the government troops near Karamanli with large-caliber machine guns and mortars.

Militants of Ahrar al-Sham opposition formations performed mortar shelling against Khau-Harabah and Lipdin in Eastern Guta (Damascus province).

In Sheikh Maqsood (Aleppo), Kurdish militia detachments suffered two mortar and artillery attacks.

Russian Aerospace Forces and Syrian Air Forces did not make strikes on armed formations, which follow ceasefire regime and informed the Russian or American Centres for reconciliation about their location.

Humanitarian aid to the population of Syria

In the course of last 24 hours, more than 3 tons of humanitarian cargos have been delivered to Adra and Yabrud (Damascus province). The citizens have received food products and bottled drinking water.

Humanitarian convoys to the provinces of Aleppo, Homs, and Damascus are being formed.

Additional information

MiG-21 fighter of the Syrian Air Forces was downed by shot of man-portable air defense system near Kafr Nabudah on March 12, 2016 at 2.41 p.m. The aircraft was performing airspace control tasks.

Ten people were killed and about 30 were injured as the result of continuous attacks carried out by Jabhat al-Nusra militants in the Damascus and Idlib provinces.

An Operational group of the Russian Centre for reconciliation, which had been deployed in Aleppo,  is closely monitoring the ceasefire and humanitarian situation.

Three civilians killed, others injured in terrorist attacks in Idleb, Deir Ezzor and Daraa

A civilian was killed in a terrorist attack on al-Fouaa town in the northern countryside of Idleb, in a new breach of the cessation of hostilities agreement in Syria.

Local sources in the terrorist-besieged town told SANA by phone that the terrorist groups positioned in Binnesh town targeted the locals of al-Fouaa using sniper rifles, confirming that the attack left one person dead.

Terrorist organizations have breached the cessation of hostilities agreement more than 137 times since it came into effect on the 27th of February, in implementation of the US-Russian agreement and UN Security Council resolution no.2268.

Deir Ezzor

In the same context, two women were killed in ISIS rocket attacks that targeted the residential neighborhoods in Deir Ezzor city, according to a source at Deir Ezzor Governorate.

The source added that ISIS terrorists fired 9 rocket shells on al-Joureh and al-Qusour neighborhoods , claiming the lives of 2 women, injuring 13 other civilians and causing material damage to the public and private properties.

Aleppo

Terrorist organizations breached on Sunday afternoon the agreement of cessation of hostilities once again by targeting al-Sheikh Maqsoud neighborhood in northern Aleppo with rocket and mortar shells.

Local sources told SANA that five rockets and mortar shells fell on residential areas in the neighborhood, injuring five civilians.

The terrorist attacks caused material damage in the area, according to the sources that affirmed that the source of the shells was the northern side of the neighborhood where Takfiri terrorist groups are active.

Terrorist organizations that are active in Aleppo countryside breached the cessation of hostilities at least 10 times since the beginning of its implementation on February 28, killing more than 20 civilians and injuring scores others.

Daraa

Meanwhile, a civilian was injured when terrorists targeted with rocket shells al-Sahara neighborhood in Daraa city on Sunday.

A source in the province told SANA reporter that terrorists fired on Sunday afternoon rocket shells on al-Sahara neighborhood in Daraa city, injuring a civilian and causing huge material damage to locals’ properties.

Takfiri terrorist organizations are active in Daraa al-Balad and target the residential neighborhoods in Daraa city with rocket shells, killing and injuring civilians and causing material damage to properties.

Aid convoy arrives in Efrin and Azaz areas in Aleppo

A convoy of 26 trucks carrying humanitarian aid arrived in Efrin and Azaz areas in the northern countryside of Aleppo on Sunday.

The aid was delivered by the International Committee of Red Cross (ICRC), in cooperation with Aleppo Governorate and the Syrian Arab Red Crescent (SARC).

Some 10,000 families in the areas of Efrin and Azazi and the surrounding villages are expected to benefit from the supplies, a source at Aleppo Governorate said in a statement to SANA reporter.

The source noted that the aid includes food supplies and children’s requirements.

On the 9th of February, Aleppo Governorate sent 20 trucks to Nubbul and al-Zahraa towns in the northern countryside, carrying food and medical supplies.

Terrorist organizations targeted with mortar shells the RT TV Channel team in Daraa, according to a field source.

The source told SANA reporter that terrorist organizations targeted with a number of mortar shells a team from Russia Today TV Channel in Daraa, no casualties were reported.

On March 1st, a group of foreign journalists were targeted by artillery shelling from the Turkish side while the journalists were touring Kensabba area in the northeast of Lattakia city. Four journalists from Russia, China, Bulgaria and Canada were injured due to the attack.

Hundreds of Militants Encircled by Army Northeast of Lattakia

TEHRAN (FNA)- The Syrian Army advanced in the Northeastern part of Lattakia province and encircled a large number of terrorists in the key town of Kabani, leaving them with only one way out.

The Syrian soldiers backed by the Syrian Social Nationalist Party (SSNP), the National Defense Forces (NDF) and the Syrian Marines imposed full control over Hill 1154 at the Southwestern perimeter of Kabani after a violent battle with al-Nusra Front, Harakat Ahrar Al-Sham and the Free Syrian Army’s “1st Coastal Brigade” and “Al-Ghaab Hawks Brigade”.

As a result of their success at Hill 1154 inside Jabal al-Akrad (Kurds Mountain), the Syrian Armed Forces were able to advance on Kabani from three different direction, leaving the extremists with only one outlet to retreat from this strategic town.

The military strategy used by the Syrian Armed Forces at Kabani is similar to that of their previous battles at Ghammam, Salma, Kinsibba, and Al-Rabi’ah, meaning they will surround the enemy combatants and leave only one road for the latter to use in order to retreat from the fight.

Reports said on Saturday that the terrorist groups continued to withdraw forces from more positions in the Northeastern part of the costal province of Lattakia near the border with Idlib province after a large-scale offensive of the Syrian Army and allies in the region.

The Syrian government forces stormed the militant strongholds in the Mount 1154 near Kabani and seized full control over the mount in a rapid battle with the terrorists.


Clashes Intensifying between Kurdish Fighters, ISIL Terrorists in Hasaka

TEHRAN (FNA)- The Syrian Democratic Forces (SDF) engaged in heavy fighting with the ISIL terrorists in the Northeastern province of Hasaka and inflicted a heavy death toll on the militants.

The clashes erupted between the SDF and the terrorists near the small town of Merkedeh in the Northern part of Hasaka province, which claimed the lives of several terrorists and damaged their military hardware.

On Saturday, the SDF thwarted the ISIL terrorists’ attempts to target the Kurdish fighters’ positions in the Southwestern part of Hasaka.

The ISIL suicide-belt attackers were identified and targeted by the Kurdish fighter before they could reach to the SDF strongholds near Abdulaziz mount in Hasaka province.

Scores of Takfiri terrorists were killed and wounded in the clashes with the Kurdish People’s Protection Units (YPG) and SDF forces.

The Kurdish forces have made considerable military gains against the ISIL in the Northern and Northeastern parts of Syria in recent weeks.

The SDF that is comprised of mainly Kurdish fighters as well as a few hundred Syrian Arab dissident forces have received trainings from the US and have been provided with scanty US-coalition air support in their battles in Raqqa province in Northeastern Syria; but in Northern and Northwestern battlefronts, they have been operating alongside the YPG and received the Russian air backup in their Aleppo wars that started with the conquest of Tishrin Dam on the Euphrates early in February.


Kurdish Fighters Repel ISIL Suicide Assaults Northeast of Aleppo

TEHRAN (FNA)- The Syrian Democratic Forces (SDF) thwarted the ISIL terrorists’ attempts to target the Kurdish fighters’ positions in the Northeastern part of Aleppo province in Tishrin Dam region.

At least five ISIL suicide cars were identified and targeted by the Kurdish fighter before they could reach to the SDF strongholds bordering Tishrin dam in Raqqa province.

At least 12 ISIL terrorists were also killed in the failed attacks.

The Kurdish forces have made considerable military gains against the ISIL in the Northern and Northeastern parts of Syria in recent weeks.

The SDF that is comprised of mainly Kurdish fighters as well as a few hundred Syrian Arab dissident forces have received trainings from the US and have been provided with scanty US-coalition air support in their battles in Raqqa province in Northeastern Syria; but in Northern and Northwestern battlefronts, they have been operating alongside the YPG and received the Russian air backup in their Aleppo wars that started with the conquest of Tishrin Dam on the Euphrates early in February.

Reports said on Saturday that anti-terrorism operation of the Syrian Army and its allies in the Southeastern part of Aleppo province inflicted major losses on the ISIL terrorists and pushed them back from more key hills and villages in the region.

The Syrian government forces stormed the ISIL Takfiri terrorists’ concentration centers near the strategic hills of Shobeib, forced them to retreat and imposed full control over the mentioned hills and its nearby villages.

The army attacks claimed the lives of several terrorists and destroyed their military equipment.


Russian Air Force Pounds ISIL Centers West of Palmyra

TEHRAN (FNA)- The Russian Air Force continued to carry out anti-terrorism combat fights over the ISIL concentration centers near the ancient city of Palmyra (Tadmur) in the Central province of Homs and targeted them heavily.

The Russian fighter jets hit the ISIL combatants heavily around Sukhanah-Palmyra Road, which not only ended in the killing or wounding of several terrorists but inflicted major damage on their military hardware.

Reports said earlier today that the Syrian army soldiers stormed the ISIL gathering centers in the oil-rich region of the Eastern part of Homs and inflicted major damage on the terrorists’ military equipment.

The ISIL concentration centers near the oil well of 101 and in the Southern side of oil well of 105 came under the heavy attacks of the Syrian army men.

The ISIL suffered a heavy death toll and its military hardware also sustained major damage in the offensives.

In the meantime, the Syrian fighter jets targeted the ISIL strongholds in the Northern side of Quaryatayn, which ended in the killing or wounding of several terrorists.


Syrian Army Launches Fresh Anti-ISIL Operation near Ancient Palmyra

TEHRAN (FNA)- Military sources announced minutes ago that the Syrian Army and its allies have launched a fresh round of offensives against the ISIL lines of defense near the city of Palmyra (Tadmur) in the Eastern part of Homs province.

“The Syrian soldiers in close coordination with the 67th Brigade of the 18th Tank Division, Liwa Imam Al-‘Ali and the Desert Hawks Brigade launched a powerful assault on the Palmyra Castle (Qal’at Tadmur) that is currently under the control of the ISIL,” the sources said.

“The Syrian Armed Forces are storming the Western perimeter of this ancient fortress after launching thermobaric TOW missiles to weaken ISIL defense ability, they added. “The thermobaric TOW missiles used by the Syrian Armed Forces are specifically used at the Palmyra front because they cause little-to-no damage to the buildings and ancient sites that are filled with ISIL terrorists,” the sources pointed out.

“If the Syrian Armed Forces are able to seize the Palmyra Castle, they will be in full control of Jabal Qassoun; this mountaintop overlooks the Western district of Palmyra and gives the government forces a geographic advantage near the Palmyra National Hospital,” the sources added.

Reports said on Saturday that the Syrian air force, in incessant operations, delivered heavy blows to the ISIL Takfiri terrorists, reducing their bases to rubble around and in the two key cities of Palmyra and Quaryatayn in Homs province.

The Syrian warplanes severely pounded ISIL hideouts and center points in Quaryatayn and Palmyra and their nearby areas, destroying their structures and fortifications.

The Syrian army air force also destroyed ISIL positions in its aerial operations over the town of Mahasa, South of Quaryatayn.
