This is primarily a Russian Turkish matter; however, it took place in Syrian Airspace during a mission in Syria.
Here are two different statements from Ahmet Davutoğlu the Turkish Prime Minister on two different occasions:
“It was decided that in the event of our airspace being violated, all necessarily measures would be taken, all relevant orders to the armed forces were given by me, personally” Davutoğlu
After the aggression from Turkey toward RuAF Su-24M operating over Syria:
“I did not give the order to shoot down that plane. The prime minister issues instructions to enact threat response guidelines. These guidelines are not new and they are applied without my orders.” Davutoğlu
It is one of many things, either the Turkish PM was lying at first place, or he did not man up to the orders he gave, or the worse, he has no control over his military?! We leave it to you to chose, it’s not our place to point fingers.
